Default Candy Cane Shards Everywhere?

Yep. They're everywhere. Tyria... Elona... And... Cantha? Pre-Searing even has them?

Why is it that Cantha and Pre-Searing have CCS even though they have no way to put these Salvage Items to good use? I didn't see Jade Orbs falling out of the butts (or lack thereof) of monsters that roamed the lands of Tyria when the Dragon Festival was afoot... So what gives ANet?

Or, since ANet will probably never answer a question such as this, maybe I should be asking the community.

What do you guys (or girls) think? Why is it that these shards are appearing in places that they have no use? Should we even care? Why am I making a topic on something as small at this? Am I asking too many questions?

...

I've read elsewhere that Canthans can go to Temple of Balthazar and redeem CC shards there for weapons, and also engage in snowball fights. Not sure if it's true (haven't been to the Temple in this event to see what traders are there, etc), but if that is the case than anyone can use them or participate in some of the festivities, regardless of what chapters they have.

Still doesn't explain why they drop in PreSearing.

I am probably wrong but... I bet it is much easier from a programming perspecive to say all NPC Foes has X% chance of dropping shards then to go through each type foe individually.

Shards can be salvaged into glittering dust, can't they? Therefore, they do have a use in pre=searing! Merry Christmas!
